The Commission was established to administer the Convention for the Prevention of Marine Pollution by Dumping from Ships and Aircraft ( Oslo Convention). The objectives of the Commission are to regulate and control the dumping at sea of industrial wastes, sewage sludge and dredged material and the incineration at sea of liquid industrial wastes. Dumping of industrial wastes was phased out in the North-east Atlantic by the end of 1995. Sewage sludge will not be dumped after 1998. Incineration stopped in 1991.
